Police have been questioning the victim's boyfriend and say her 4-year-old brother witnessed the shooting.

Neighbors say the shooting is just another example of slow police response in the city.

Police took the 4-year-old boy to a safe location in protective custody to speak with psychologists about what happened at the home.
