Detroit emergency manager orders City Council not to fill vacancies

Emergency Manager Kevyn Orr issues order to keep City Council vacancies until general election

DETROIT – Detroit Emergency Manager Kevyn Orr has issued an order mandating that City Council not fill any vacancies before the general election.

The City Council has lost President Charles Pugh after he missed several meetings and failed to report to the emergency manager to let him know if he could fulfill his duties. Orr stripped Pugh of his pay and job duties.
