Financial review team in Detroit for 1st on-site visit

Team has 60 days to complete work, possibly appoint emergency manager

DETROIT – The state financial review team examining Detroit's budget crisis made its first on-site visit Tuesday. The ten-member panel spent most of the day meeting with Mayor Dave Bing and his department heads.

Mayor Bing said he expects to reach an agreement with the city's unions by the end of the month.

"I'm sitting in a lot of meetings," said Bing during an appearance at the auto show. "(City unions) are open-minded to change finally. We don't have any options."

State Treasurer Andy Dillon has said the city needs to conclude its union talks by early February.

The financial review team has 60 days to complete its work. It has three possible findings: 1. No financial stress, 2. Financial stress but with a consent agreement, 3.Financial emergency. The third option would trigger the appointment of an emergency manager.
